China’s Central Cyberspace Affairs Commission has issued a national informatisation plan for the 15th Five-Year Plan period. The plan runs from 2026 to 2030.
By 2030, the plan aims to largely complete a national blockchain network.
Other infrastructure goals include a fully built next-generation communications network.
Commercial use of 6G is to begin at a suitable time.
The document serves as a guide for informatisation work across China’s regions and government departments.
Beyond infrastructure, the plan seeks deeper integration of digital technology with the real economy. It also targets breakthroughs in core technologies in key fields.
Further aims include stronger cybersecurity safeguards and a more complete system of regulations and standards.
Seven flagship programmes support the plan’s main tasks. One aims to further ease cross-border data flows.
Another focuses on the overseas development of Chinese internet and IT companies.
The Commission will coordinate implementation, while its office will improve the national mechanism for coordinating informatisation work.
The plan also calls for closer cooperation across departments and between central and local governments.
It further provides for guidance tailored to different areas, along with monitoring and evaluation of progress.
