The British Virgin Islands (BVI) has signed a memorandum of understanding (MoU) with the Hong Kong SAR government to strengthen financial services cooperation.
Under the BVI Hong Kong MoU, eligible BVI tech businesses, MSMEs and financial institutions seeking to set up or scale up in Hong Kong will receive support.
Signed during Hong Kong FinTech Week x StartmeupHK 2026, the agreement is between the BVI’s Ministry of Financial Services, Economic Development and Digital Transformation and Hong Kong’s Financial Services and the Treasury Bureau.
Support for eligible firms includes access to incubation and entrepreneurship programmes that provide funding, workspace and mentoring.
Both governments will also cooperate more closely on policies and programmes that advance the BVI’s MSME framework.
The MoU sets out a framework for closer collaboration in green and sustainable finance.
This could include developing ESG-related bonds and funds, as well as insurance-linked securities.
In fintech, the agreement is expected to increase the exchange of knowledge and expertise, particularly in digital assets and tokens.
It further aims to promote the continued use of BVI corporate vehicles and investment structures.

“As the Premier noted in the budget speech last week, the financial services industry is central to the BVI economy,”
said Lorna G. Smith, OBE, Junior Minister for Financial Services, Economic Development and Digital Transformation at the BVI Government.

“The BVI is one of Hong Kong’s oldest commercial partners and the present agreement reconfirms that well-established relationship by creating a platform for deeper engagement through which we can further strengthen our respective financial services sectors,”
said Joseph H. L. Chan, Under Secretary for Financial Services at the Hong Kong SAR Government.
