The Hong Kong Monetary Authority (HKMA) has announced the ART Framework for responsible AI use in banking.
It arrives as banks complete sandbox trials in which more than 60% of use cases explored agentic AI.
ART stands for Accountability, Resilience and Trust. The HKMA said AI systems are becoming more autonomous and gaining access to more data and tools.
The framework seeks to help banks benefit from AI while keeping sound governance and resilience.
First, the HKMA has issued its latest supervisory guidance on responsible AI use. It draws on lessons from the sandbox.
Second, it is working with Cyberport and the University of Hong Kong on a platform for sharing AI training data.
Third, the HKMA plans further tests of agentic AI. It will also publish a discussion paper on how to supervise these systems. Topics will include a registry of material AI agents and ways to intervene.
Meanwhile, the HKMA and Cyberport are co-hosting the Finance + A.I. Forum on 15 and 16 October. The event marks the end of the trials.

“The progression from generative to agentic A.I. represents an important new stage of innovation for the banking sector,”
said Arthur Yuen, Deputy Chief Executive of the HKMA.
He said the framework is part of the HKMA’s Fintech 2030 strategy.
From generative to agentic AI
The HKMA launched the GenA.I. Sandbox in 2024. Its first cohort had 15 use cases from 10 banks, while the second had 27 from 20 banks.
In March 2026, the HKMA and three other regulators expanded it beyond banking as the GenA.I. Sandbox++. Its first cohort focuses on agentic AI.
