Kakao Group has signed a strategic MoU with stablecoin issuer Circle Internet Financial to collaborate on digital asset technology and blockchain-based payment infrastructure.

The agreement involves Kakao, Kakao Pay, and Kakao Bank working alongside the global fintech firm, according to a report by Asia Economy.

This partnership comes as South Korea continues to develop regulatory frameworks for fiat-linked digital currencies, advance tokenised financial services, and explore models for a domestic digital asset ecosystem.

Under the agreement, the two companies will explore commercial opportunities related to won-based digital assets and tokenised financial services.

The collaboration will focus on infrastructure and partnership opportunities, including the evaluation of payment and settlement systems supporting global payments, cross-border remittances, merchant settlements, and interoperability between public blockchains and traditional financial networks.

Through the partnership, Kakao Group aims to create an environment where domestic companies can drive innovation using stablecoin technology alongside potential digital asset initiatives.

The group also plans to leverage the combined capabilities of Kakao Pay and Kakao Bank through its flagship messaging platform, KakaoTalk.

“South Korea is one of the world’s leading digital markets and has a solid foundation for financial innovation,”

said Kash Razzaghi, Chief Commercial Officer at Circle.

“We look forward to seeking opportunities to drive innovation in line with the regulatory environment by combining Circle’s global infrastructure with the platforms and financial service ecosystem of Kakao Group.”

Wongeun Shin, CEO of Kakao Pay and co-head of the Group Stablecoin Joint Task Force, said:

“Based on the platform, payments, and financial service experience built into daily life, Kakao Group will take the lead together with Circle to proactively prepare a Korean digital asset ecosystem and set a new standard for future financial infrastructure,”

The strategic alliance comes as South Korea’s financial sector moves to build digital asset infrastructure while regulatory frameworks for stablecoins and related services continue to take shape.

Kakao Group, Kakao Bank, and Kakao Pay previously established a joint task force focused on digital wallet and payment infrastructure spanning stablecoins, digital assets, and fiat currencies.
